    From Seat-Time to Competency: Re-Examining the Measurement Substrate of Continuing Professional Development

    Abstract

    Competency-based education (CBE) proposes that professional certification be anchored to demonstrable capability rather than to elapsed instructional time. Despite four decades of advocacy, the regulatory machinery of Continuing Professional Development (CPD) remains overwhelmingly time-based, denominated in hours, credits, or points. This paper reviews the conceptual basis of CBE, identifies the measurement gap that has impeded large-scale adoption, and presents the Effective Learning Words (ELW) framework as a candidate substrate for unifying time-based and competency-based regimes. We argue that ELW-anchored assessment can preserve the administrative convenience of hour-counting whilst introducing the criterion validity that CBE requires.

    1. Introduction

    The premise of competency-based education is intuitively unassailable: a professional should be certified for what they can demonstrably do, not for the hours they have nominally spent learning. Yet professional regulators across medicine, nursing, pharmacy, law, accounting, and engineering continue to denominate CPD requirements in hours or credit-equivalents — instruments which, by their own admission, function as proxies for learning rather than measures of it.

    The persistence of seat-time accounting is not a failure of will. It reflects the absence of a lightweight, defensible measurement substrate capable of replacing the hour. This paper asks whether such a substrate is now technically available, and what its adoption would mean for the architecture of continuing professional development.

    2. The Conceptual Origins of Competency-Based Education

    CBE traces to the criterion-referenced testing movement of the 1960s and the subsequent codification of behavioural objectives in vocational training. Its modern formulation in healthcare is associated with the work of the ACGME Outcome Project (1999) and the CanMEDS framework, both of which sought to shift evaluation from process to outcome. Parallel developments occurred in higher education with the emergence of degree programmes structured around demonstrable competencies rather than course credits.

    3. Why Time-Based CPD Has Endured

    Three structural factors have sustained the dominance of time-based CPD. First, hours are auditable: a regulator can verify attendance more cheaply than capability. Second, hours are portable across jurisdictions in a way that competency frameworks rarely are. Third, the absence of standardised competency assessments meant that any move away from hours would have required each regulator to build its own evaluation infrastructure — an unfunded mandate.

    The cost of retaining the hour, however, is well-documented. Our own empirical work (AICE Research Group, 2026) found credit allocations diverging from algorithmically-derived ELW estimates by 25–50% across a sample of ten accredited CPD courses. The hour is not a unit; it is a placeholder.

    4. The Effective Learning Words Framework

    Effective Learning Words (ELW) is a content-density metric that decomposes any learning artefact into its information-bearing components, weighted by complexity and adjusted for redundancy. Under the AICE specification, 1 AICE Point is defined as 4,000 ELW or one hour of supervised practical activity — whichever yields the more conservative estimate.

    The framework is implemented as a five-agent pipeline (Segmenter, Redundancy, Concepts, Readability, Auditor) operating in deterministic mode (temperature = 0) and feeding a deterministic scoring engine. The output is a reproducible, content-anchored estimate of effective learning that can be audited without reference to elapsed time.

    5. Reconciling Time and Competency

    We propose that ELW serves as a translation layer between time-based CPD regimes and competency-based certification. A regulator that requires n hours per year can equivalently specify n AICE Points; an employer that requires demonstrated competency can specify a minimum assessment threshold. The two requirements coexist within a single ledger entry, eliminating the forced choice between auditability and validity.

    6. Limitations and Open Questions

    ELW is a measure of content density, not of cognitive load. It does not, in its present form, account for prior knowledge, learner motivation, or the spacing of practice — all of which are known determinants of durable competence. Future iterations of the AICE pipeline should incorporate spaced-repetition modelling and learner-specific calibration.

    7. Conclusion

    Competency-based education does not require the abandonment of time-based CPD. It requires a measurement substrate sufficiently expressive to encode both. The ELW framework is a candidate substrate, and its empirical performance against existing CPD credit allocations warrants further independent evaluation.
